April 19, 2006 Members Present: Elizabeth Hays (5:55pm), Ted Fling, Tim Smith (Chair), Dennis Ulmer (Vice-Chair) Absent: Les Hollingsworth, Joanne Smith Guests: Marge Anderson, Bradford Cohen, Genia Ellis, Major Paul Kiley (Police representative), Richard Mancuso, Warren Sturman The meeting was called to order at 5:39 P.M. by Chairman Smith. The meeting time of the committee was changed to 5:30 P.M. in the afternoon of April 19th. (The meeting had been previously scheduled to begin at 6 P.M.) Some committee members were therefore not in attendance as yet, and Committee Vice Chairman Ulmer offered to take the minutes until Secretary Hays arrived. There was general discussion with Major Kiley about no parking signs and who posted them. Major Kiley informed the committee that requests for signage should be made to the City engineering department, but the actual signage was installed by Broward County under a contract with that entity and the City. It was also mentioned that drug activities in the 5th Terrace area of the Middle River Terrace neighborhood was in the process of being addressed. A question was asked about vendors, specifically street vendors, as a follow up from discussion at the March meeting of the Committee. Major Kiley stated that vendors were issued citations as this was the action to be taken as instructed by the City Attorney's Office. If vendors did not appear for their "court date", a bench warrant for their arrest could be issued by the judge. A request was made for Major Kiley to email the ordinance dealing with street vendors to the committee members. Major Kiley agreed to email the ordinance to the members. There was some discussion as to locations of where homeless people were living and it was requested that they be visited by the homeless outreach officers of the PD. (At Approximately 5:55 P.M., Secretary Hays was in attendance and began taking the minutes) Discussion on police issues continue for a few minutes and, then because the committee needed to address other public safety issues besides crime, it was approved by the Committee that Major Kiley would start attending the committee meetings on a quarterly basis, unless a special situation arose. He was encouraged to continue to email to members of committee crime–related information. Thus, next scheduled quarterly meeting for Major Kiley will be July.Public Safety issues were now discussed. This began with hurricane preparedness. Genia spoke about Neighborhood Check List distributed by Council for use by neighborhoods to prepare for emergencies within the neighborhood. She suggested that neighborhoods use this as a template for gathering information. This will be emailed to all associations for their use. It will also be posted on web site. Warren Sturman then spoke about the history of CERT as an umbrella organization to coordinate disaster preparation. He passed out his Neighborhood Disaster Plan and Hurricane Handbook as well as a one page Neighborhoods Disaster Plan. City CERT meeting is scheduled for later in April. Question raised as to why are the disaster efforts impacting the city not better coordinated. Also exactly where is Hurricane preparedness in the City in general. One idea might be a hurricane preparedness seminar. Brad Cohen, Marge Anderson and Warren Sturman requested membership on committee and will be listed as members at further meetings.
