Council of Fort Lauderdale Civic Associations, Inc. Tuesday May 9, 2006 GENERAL MEETING MINUTES 8th Floor Conference Room – City Hall Marilyn Marcus of Bermuda Riviera answered the call to provide refreshments for this meeting. The ever-popular pizzas were thoroughly enjoyed by all who tasted them as they arrived during the networking time before our regular meeting CALL TO ORDER: President Genia Duncan Ellis called the meeting to order at 7:30 PM. PLEDGE OF ALLEGIANCE: President Ellis led us in the recitation for the Pledge of Allegiance. . ATTENDANCE OF BOARD MEMBERS: Recording Secretary Bunney Brenneman recorded the attendance of Officers and Directors with those present as: President Genia Ellis, First Vice President Reid Morgan, Second Vice President Elizabeth Hays, Recording Secretary Bunney Brenneman, Corresponding Secretary David Marshall , District II Representative Jan Idelman, District III Representative Audley Ebanks, District IV Representative Bill Nielsen, and Chairman of Committees Richard Mancuso. Excused were: Treasurer Ed Coyle Barranco, and District I Representative Betty Shelley ROLL CALL BY FIRST VICE PRESIDENT: First Vice President Reid Morgan called the roll of member associations and determined that of 37 member associations, 20 were represented, and a quorum was present. . MINUTES from the April 11, 2006 meeting were approved as presented and on the web site (Attachment A). TREASURER’S REPORT: Treasurer Ed Barranco submitted his report as of April 30, 2006 which indicated a combined Balance of $7,690.84 which was accepted as presented and on the web site (Attachment B). PRPPOSED BY-LAWS CHANGE: MOTION by Ken Strand was moved, seconded, discussed, and approved (Page 4 of BYLAWS OF THE COUNCIL OF FORT LAUDERDALE CIVIC ASSOCIATION, INC.) under Article VI. Removal of Board Members/Removal of Association Member, Section A. Removal of Board Members to delete or without from the first sentence making the amended sentence read: “The Council may remove from Office with cause, any Board member on a vote of two-thirds (2/3rds) of the quorum that is present.” ANNOUNCEMENTS/GUEST INTRODUCTIONS: 1. Florida Neighborhoods Conference – Jeri Pryor of Neighborhood Services, announced that she needed help on June 8, 2006 for the mailing of the registration packets for the Conference. A query from Dr. Elizabeth Hays was answered with the information that other non-profit organizations will be charged a table conference rate of $75.00. 2. NCIP/BCIP Grant Applications – NCIP Grant Application cycle kicked off last Wednesday, and will continue on Wednesday the 10th. The final workshop will be the technical support on Wednesday the 17th, all of which are being held at 6:00 PM in the Beach Community Center. Technical staffers will be present. Ms Pryor also informed us that an extra 10 points will be granted if the filing neighborhood has helped to “mentor” another neighborhood with their grant. preparation. We were further reminded that they only have a total of $350,000 to award for NCIP projects. NEW BUSINESS: 1. Hurricane Preparedness – Assistant City Manager David Hébert told us that the City is working with the County and the City’s own PIO staff. Additional fuel storage capacity has been added as well as the purchase of additional generators. Funding for public outreach and CERT additional funding has been obtained. ACM Hébert introduced Erin Mohres, Assistant to the City Manager, who came on board about two months ago from the Miami-Dade County EOC. A flier with the new CERT course schedules (Attachment C) was distributed, as was a brochure telling about CERT (Attachment D). Her presentation included reminders of hurricanes in Florida from 2004 and 2005. Efficiency of Preparedness for an Emergency: it might be caused by a terrorist attack which is statistically an explosion producing fire, smoke, debris, and power outage; a plane crash, or other disaster. Hurricanes create four major hazards: 1) storm surge, powerful force, 2) high winds, debris flying through the air, 3) inland flooding, and 4) tornadoes. To prepare in advance: MITIGATION, or what you can do. 1) Proper tree pruning, 2) When installing landscaping, use native species. [Recommended book, “Landscaping for Hurricanes” by a Palm Beach author. ], 3) Window Protection [The Federal Alliance for Safe Housing” www. the federal alliance for safe housing.org website. They were the original partners with FEMA and they recommend this website. A) Shutters are best. Look for Dade-approved which has a stamp. B) Impact –resistant glass (Frame has to be appropriate). C) Masking Tape: NEVER, D) Plywood: not recommended because it is not adequate [Better than nothing] Find out how to install it correctly. 4) Assign neighborhood people to different sewer grates and make sure that they are clean. PREPAREDNESS: 1) Non-perishable food, and water, 2) Batteries [Correct size for your needs], 3) Cash in small bills, 4) Evacuation & sheltering [1st floor; interior room; DON’T crack a window, rather seal windows , if possible, to prevent winds getting inside of house] , 4) Pets & Supplies for them. RECOVERY: After Storm 1) Do NOT get into car and drive around DAMAGE ASSESSMENTS: 1) Officials need to do their assessments, 2) Keep kids and animals away from water 3) Call insurance company immediately, 4) Call FEMA immediately. The City of Fort Lauderdale has its own Radio Station AM 1610 and a Hurricane Hotline 954/828-8888. 2. One Cent Sales Tax to Fund Transportation – Former County Commissioner John Hart stated that over the past 3 ½ years there have been a number of studies which showed that we will still have people bringing with them 1Million and one-half more cars. Florida Department of Transportation (FDOT) plan has the capacity to improve main arteries 12%. The Metropolitan Planning Organization (MPO) has a long range plan from 2004. Broward County Transit (BCT) has an Investment Plan from 2005 indicating that it was used by 120,000 people every day. That leaves a short fall of $12 Billion Dollars between projects needed and projects planned. In Broward County we don’t have a dedicated funding source. The way to do this is only on a long-term basis. It has been determined that our needs for Transportation and Affordable Housing will require a community group to see what is needed. There are 5 County Commissioners up for re-election. Concerned Citizens from the Broward Workshop are bringing to the County Commission for consideration this plan for approval for the November ballot of a One Penny Sales Tax. In 2007 it would generate about 60 Million Dollars with 75% going to Public Improvements and 25% going to Transportation and transit-related programs. There would be levels of accountability: create transportation trust with a separate account from anything else, a citizens oversight committee to review & do an annual audit each year with the results to be made public. Connectivity points to be available to other transportations means. The plan will be going before the MPA on Thursday May 11th; the same plan to go to the City Commission on May 20th to get them to put it onto the ballot. There are 1.8 Million people here in this City which could mean 2.6 Million Dollars to the City each year. OLD BUSINESS: 1. Neighborhood Services Night – This 2nd Annual event planned in cooperation with the City will take place on Tuesday June 13, 2006 from 6:00-8:00 PM. There will be NO Council General Meeting in June as this event will take the place of our regularly scheduled meeting. There will be greeters starting at 5:00 Pm, and pre-event publicity will have gone out. COMMITTEE REPORTS: Chairman of Committees Richard Mancuso called on the following: 1. Parks – Dr. Elizabeth Hays presented us with copies of “ 10 Top Reasons Why Parks Are Important “ (Attachment C). 2. Education -– Betty Hays circulated letters and thank you notes from the children at Sunland Elementary School thanking everyone for the King Tut donations. FOR THE GOOD OF THE COMMUNITY: • Dr. Warren Sturman updated us.on “What Neighborhoods Can Do” with emphasis for CERT on : 1) What to Do Before a Storm 2) What to Do After the Storm 30 Sire Station-every neighborhood is plugged in • Role of the Council for Disasters -Assist beforehand with Neighborhood Planning and Hurricane Preparedness 1) Help get the message out to individuals and families to Be Prepared 2) Encourage neighborhoods to have plans & answers for “How your Neighborhood Can Communicate”. MOTION by Ken Strand was moved, seconded, discussed and approved that Dr. Sturman will work to request thatt he Commission move forward on this. ANNOUNCEMENT by Dave Marshall of Stranahan Blood Drive on Friday May 26, from 8:00 AM-2:00 Pm MOTION by Dave Marshall (after mentioning that the Fort Lauderdale Woman’s Club was painted by the CVC) to support to put the Woman’s Club back to its original condition. BIRCH FINGER STREETS representatives Brian Donaldson and Mollie McClure Meyers introduced themselves and were warmly welcomed. Mention was made of their organizing as well as their parking problems. Dorsey Riverbend President LaRonda Ware introduced herself and was warmly welcomed, in addition. Gary Kalb of Dolphin Isles introduced himself. ANNOUNCEMENT by Jan Idelman of something she has been called upon to take on at the very last moment: the Taste of the Nation at the Broward County Convention Center, cost $85. per person, with hours from 7:00-10:00 .
