GENERAL MEETING MINUTES
8th Floor Conference Room – City Hall
Sandwich fixings, and all possible accompaniments were set out by First Vice President Reid Morgan for arriving neighborhood member representatives and guests to enjoy before the start of our regular meeting. 
CALL TO ORDER: President Genia Duncan Ellis called the meeting to order at 7:30 PM. 
PLEDGE OF ALLEGIANCE: President Ellis led us in the Pledge of Allegiance to our Flag.     
ATTENDANCE OF BOARD MEMBERS: Recording Secretary Bunney Brenneman recorded the attendance of Officers and Directors with those present as:  President Genia Ellis, First Vice President Reid Morgan, Second Vice President Elizabeth Hays, Recording Secretary Bunney Brenneman, Corresponding Secretary David Marshall , District I Representative Betty Shelley,  District II Representative Jan Idelman (arrived late) , District III  Representative Audley Ebanks, and Chairman of Committees Richard Mancuso. Excused  were: Treasurer Ed Coyle Barranco, and District IV Representative Bill Nielsen.
ROLL CALL BY FIRST VICE PRESIDENT: First Vice President Reid Morgan called the roll of member associations and determined that of 41 member associations, 24 were represented, and a quorum was met.          
MINUTES of the May 9, 2006 meeting were approved as presented and on the web site (Attachment A).  SUMMARY MINUTES from the June 13, 2006 Neighborhood Services Night were approved as presented and on the web site (Attachment B).   
TREASURER’S REPORT: Treasurer Ed Barranco submitted his report which indicated a combined Balance of $7,911.00.  The report was accepted as presented and on the web site (Attachment C).
ANNOUNCEMENTS/GUEST INTRODUCTIONS:
President Genia Ellis announced that District IV Representative Bill Nielsen was just out of the hospital.
1. Florida Neighborhoods Conference – Jeri Pryor of Neighborhood Services announced that she has packets with her for each neighborhood president for registration for each neighborhood for the State Neighborhoods Conference in Fort Lauderdale to be held from October 5-7, 2006.   Jeri next  modeled the Mad Hatter’s hat she had created in black and hot pink for us.  Items to be offered for sale at the Conference must be approved in advance by the Neighborhood Services Department.     
2. NCIP/BCIP Grant Applications –  For NCIP/BCIP Grant applications, September 22, 2006 is the deadline.  There is a new item this year: a feasibility study is now required and must be arranged for and completed by September 1st.  Victoria DePadro thanked Geri Pryor for her  work for the Neighborhood Services Night.  Again, we were reminded that they only have a total of $350,000 to award for NCIP projects.  
NEW BUSINESS:
1. Legislative Session Report  – President Ellis introduced State Representative Ellyn Bogdanoff who spoke at length about the two subjects of most interest to constituents: those two major issues are taxes and insurance.  She provided information about the group known as “Idea Raisers”.  Portability of Homestead Exemptions is the most important item to people.  The legislature commissioned a feasibility study regarding the tax rate.  The Save Our Homes initiative is a ballot issue.  She went on to mention that people are actually moving OUT of the state because of taxes, and that we are one of the most highly regulated states regarding insurance in the entire country.   She has authored a white paper expounding on her premise drawn from her professional experience that the free market competition will bring insurance rates into line.  Insurance companies would be required to write insurance in every zone following the establishment of such zones.  Citizens’ would be the second insurance layer which would be the catastrophic layer of insurance.  Overall, we have to spread the risk around, and lessen the choke-hold on the insurance companies.  The State of Florida can’t be the insurer because a Category 4 or a Category 5 storm would bankrupt the State of Florida.  On another note, Affordable Housing capped the Housing Trust Fund at the maximum amount; however, the vast majority of work has to be done at the local level.  On the same subject, she stated that Nova-Southeastern University is building a professor’s village.  The web site for the idea raisers is: www.100 ideas.org and interested persons can sign up there as well as submit their ideas.   Rep. 2. Parliamentary Seminar – Robert’s Rules - The date will be October 21, 2006, 8th Floor of City Hall, for a 4-hour course. The time has not yet been established [Note: Time as of 7/13 notice from President Ellis is now 8:00 AM-1:00 PM including setup and clean up], and there will be an e-mail notice regarding signing up for this seminar. 
OLD BUSINESS: 
1. Neighborhood Services Night – This 2nd Annual event planned in cooperation with the City was held on  Tuesday June 13, 2006 from 6:00-8:00 PM, and was lauded by all as a great success. 
2. CVC Projects -  President Ellis thanked all who turned out for the Bonnet House CVC project.  She also announced the next CVC project in September to spruce up the Swimming Hall of Fame before the Mad Hatter’s ball during the State Neighborhood Conference, October 5-7, 2006. 
COMMITTEE REPORTS: Chairman of Committees Richard Mancuso called on the following: 
1.  Airport  - Bunney Brenneman announced that Fort Lauderdale Executive Airport (FXE) needs a new control tower, and the FXE Airport and the Aviation Advisory Board are requesting lobbying help from all  Fort Lauderdale residents.   Their specific request is for letters of support for this project to be sent to the FAA from all of our Fort Lauderdale Neighborhoods.   Bunney agreed to send information to Corresponding Secretary Dave Marshall for forwarding to member associations for dissemination to their members.  This effort has become necessary because the FXE control tower keeps moving further down the FAA priority list as other communities get their projects moved to the top of the list because of pressure on the FAA by other communities to fund projects for their particular communities.
2.  Crime, Public Safety & Disaster Preparedness – Vice Chairman Dennis Ulmer presented the update for the past several months’ meetings.  Informal discussion was held on the CERT Program; a letter was sent regarding animal resuscitation devices to the Ft. Lauderdale Fire Rescue Department  with as yet no response.  Next meeting is scheduled for Wednesday July 19, 2006 at 5:30 PM, 8th Floor City Hall.   Complete report is attached (Attachment D).
3. Education -– Betty Hays as liaison for the Education Advisory Board reported on Sunland Elementary School. 
FOR THE GOOD OF THE COMMUNITY:
• Terri Murrru of The Landings mentioned neighborhood communications including web sites and newsletters, and inquired about interest on the part of members.  Several members responded affirmatively.
BY GENERAL CONSENSUS the Council will try to set up something on communications including web sites and newsletters:  more information will be forthcoming. 
•  Dr. Hays thanked Reid Morgan for this evening’s refreshments.   
•  Betty Hays announced the District III appreciation luncheon for Carlton Moore in late August..    
•  Victoria DePadro said thank you to the Council for their letter to the Commission about permit parking.
