Council of Fort Lauderdale Civic Associations, Inc. Tuesday September 12, 2006 GENERAL MEETING MINUTES 8th Floor Conference Room – City Hall Special Set-up and workshop by the Downtown Development Authority featuring The Downtown Transit Corridor Program opposite the elevators in the lobby of the 8th floor. Victoria Park Civic Association provided baked lasagna, baked ziti, salad, dressings, and a variety of cookies as refreshments for our member representatives and guests to enjoy before the start of our regular meeting. CALL TO ORDER: President Genia Duncan Ellis called the meeting to order at 7:35 PM. PLEDGE OF ALLEGIANCE: President Ellis led us in the Pledge of Allegiance to our Flag. ATTENDANCE OF BOARD MEMBERS: Recording Secretary Bunney Brennemanrecorded the attendance of Officers and Directors with those present as: President Genia Ellis, First Vice President Reid Morgan, Second Vice President Elizabeth Hays, Recording Secretary Bunney Brenneman, Corresponding Secretary David Marshall , District I Representative Betty Shelley, District II Representative Jan Idelman (arrived late), District III Representative Audley Ebanks, and Chairman of Committees Richard Mancuso. Excused were: Treasurer Ed Coyle Barranco, and District IV Representative Bill Nielsen. ROLL CALL BY FIRST VICE PRESIDENT: First Vice PresidentReid Morgancalled the roll of member associations and determined that of 43 member associations, 20 were represented, and a quorum was met. MINUTES of the July 11, 2006 meeting were approved as amended by the Recording Secretary to reflect change from Victoria to Veronica DePadro. (Attachment A). TREASURER’S REPORT: Treasurer Ed Barranco submitted his report which indicated a combined Balance of $7,726.39 as of July 31, 2006. The report was accepted as presented and on the web site (Attachment B). ANNOUNCEMENTS/GUEST INTRODUCTIONS: 1. Florida Neighborhoods Conference Update – Jeri Pryor of Neighborhood Services used Council members as models for her various multi-colored newly-created hats for the Mad Hatter’s event for the State Neighborhoods Conference. She announced that there would be menus from each corner of the world as well as a Pub Crawl, and wonderful workshops for the State Neighborhoods Conference in Fort Lauderdale to be held from October 5-7, 2006. 2. NCIP/BCIP Grant Applications – Jeri Pryor also announced that the NCIP/BCIP Grant cycle closes on September 22nd. Because she is actually wearing several hats (no pun intended) the feasibility study for this year will be waived for those frantic neighborhoods struggling with the deadline. 3. DDA – Downtown Transit Corridor Program – A short update was presented by Alan Hooper, DDA Chairman and also Philip Smelley, Sr. Vice President of Parsons, Brinkerhoff, Quade & Douglas, Inc. of Atlanta. Mr. Smelley outlined the four necessary elements for the Transit Corridor Program and went into detail about each. Downtown Transit Corridor Workshop folders with complete workshop information were made available for all members. A complete recap of the Program was included as well. 4. Lone Sailor Statue Dedication – President Ellis announced the dedication of the Lone Sailor Statue - in which Council partnered with the Navy League - slated for Saturday October 14, 2006 at Esplanade on the Riverwalk starting at 10:00 AM. 5. Candidate’s Night – Betty Shelley announced the Imperial Point Homeowners Association would be hosting a Candidate’s Night for all elected positions for the November election to be held on Wednesday October 11, 2006 at the Imperial Point Medical Center Cafeteria from 7-9:00 PM. Everyone is welcome. PREDSENTATIONON ON PEDESTRIAN & BICYCLE SAFETY - Joy Riddell, State of Florida, Department of Transportation Pedestrian Safety Representative indicated that she works with the National Highway Safety Administration and heretofore they have been strictly pedestrian, but now they have a bicycle component. Ms. Riddell advocated that communities should be “walk-able”, and she also volunteered to make presentations to interested neighborhoods to further spread the word. In connection with her efforts, there is a resource center located near her office at FAU. As a surprise she passed out pedometers to all present, and had many good information brochures available for members of which two are included (Attachments C, D) . NEW BUSINESS: 1. Sponsorships for Neighborhood Conference - Announcement of the availability of sponsorships which can be arranged for by local businesses and groups was made. 2. Volunteers to Work at Council Table at Conference – Announcement of sign-up sheet being circulated by Chairman Betty Shelley during this meeting. Other interested Council volunteers are urged to contact Betty to sign up at 3. CVC Project – Swimming Hall of Fame – President Ellis announced that the next CVC project (Attachment E) on Saturday September 23, 2006, from 8:00 AM-Noon, will be at the Fort Lauderdale Aquatics Complex (formerly known as the International Swimming Hall of Fame) where volunteers will be planting and mulching so as to spruce up this facility before its planned use as the venue for the Mad Hatter event as part of the City’s hosting of the State Neighborhoods Conference from October 5-7, 2006. Everyone is encouraged to be there to help with this worthwhile project. If you plan on helping, you’ll need a copy of the flyer to place on your dashboard to prevent ticketing of your vehicle. 4. Parliamentarian Seminar – Robert’s Rules – October 21, 2006 - From 8:00 Am-12 Noon, 8th Floor of City Hall, for a 4-hour course to be presented by Patricia McDougle & Barbara Proctor , Professional Registered Parliamentarians (Attachment F). Reservations are required because there is a limit of 40 people and the contact is Genia Ellis at (954) 205-9648 or 5. Communication Seminar – Web pages, Newsletter – October General Meeting – Chairman Betty Shelley announced that she has firmed up the participation of presenters which include Andy Ziffer, Steve Kelley, and herself, among others who will also discuss relevant information about web pages. 6. Colee Hammock Parking Plan – Veronica DePadro, President of Colee Hammock Neighborhood Association, requested a letter of support for the Colee Hammock Parking Plan (as part of our last e-mail blast and on the CFLCA website) which members need to study and be prepared to vote on at the next General Meeting on October 10, 2006. OLD BUSINESS: 1. Budget Concerns and Questions – The Commission will be approving the 2006-2007 City Budget on September 19th at a Public Hearing and that will be the final opportunity for public input into the process. President Ellis will communicate the concerns presented by Council members to the Commission. COMMITTEE REPORTS/ASSIGNMENTS: None. FOR THE GOOD OF THE COMMUNITY: wMOTION by2nd Vice President Elizabeth Hays was moved, seconded, discussed and unanimously approvedthat the Council send a Congratulatory Letter to the Parks & Recreation Department stating “ the Council congratulates the City of Fort Lauderdale Parks & Recreation Department for earning the 2006 Florida Parks & Recreation Department serving a population of over 150,000 to 190,00 award. This is the first State level award in this category for our department. Secondly, we wish to congratulate the Parks & Recreation Department for being a National League of Cities finalist for the 2006 awards for municipal excellence for the Club Carter program at Joseph C. Carter Park.” wThank you fromDr. Hays to Victoria Park Civic Association for the refreshments this evening. Betty also added reminders to SMRCA for the October Meeting and Sailboat Bend for the November Meeting refreshments. There are no plans as yet for the December Meeting. wBetty Haysannounced that District III is hosting a Carlton Moore Appreciation luncheon starting at 11:00 AM on September 30, 2006 at the Westin Hotel. Tickets are still available. w President Ellis announced that Bill and Cara Jean Nielsen are now the proud parents of twins: one boy and one girl. ADJOURNED at 8:55 PM.
