GENERAL MEETING MINUTES - October 10, 2006
8th Floor Conference Room – City Hall 
CALL TO ORDER: President Genia Duncan Ellis called the meeting to order at 7:28 PM. 
PLEDGE OF ALLEGIANCE: President Ellis led us in the Pledge of Allegiance to our Flag.    
ATTENDANCE OF BOARD MEMBERS: Recording Secretary Bunney Brenneman recorded the attendance of Officers and Directors with those present as:  President Genia Ellis, First Vice President Reid Morgan (7:31), Second Vice President Elizabeth Hays, Treasurer Ed Coyle Barranco, Recording Secretary Bunney Brenneman, Corresponding Secretary David Marshall , District I Representative Betty Shelley,  District II Representative Jan Idelman (arrived late), District III  Representative Audley Ebanks, and Chairman of Committees Richard Mancuso. Excused  was District IV Representative Bill Nielsen.
ROLL CALL BY 2nd VICE PRESIDENT: 2nd Vice President Betty Hays called the roll of member associations and determined that of 43 member associations, 21 were represented, and a quorum was met.          
MINUTES of the September 12, 2006 meeting were approved as presented and on the web site.  (Attachment A). 
TREASURER’S REPORT: Treasurer Ed Barranco presented his report which indicated a combined Balance of $6,352.92.  The Asencia CD has been renewed.  The report was accepted as presented and on the web site (Attachment  B).
ANNOUNCEMENTS/GUEST INTRODUCTIONS:  President Ellis acknowledged the presence of District I Commissioner Christine Teel, and later that of Mayor Jim Naugle.  . 
1. Florida Neighborhoods Conference Update – Jeri Pryor of Neighborhood Services expressed her thanks and wanted all present to help convey her thanks for all of the volunteers that helped with the Conference especially the CVC people who cleaned and mulched the old Swimming Hall of Fame newly renamed as the City of Fort Lauderdale Aquatic Complex.  Ms Pryor reported that the Conference was indeed very successful and had 900 people in attendance.  The keynote luncheon, a Carnivale of Culture, was perfect as a venue to expand on our diversity.  On Friday evening, the Pub Crawl went very well as did the Saturday morning hand off to Sarasota which was received favorably by those present. As an aside, Ms. Pryor laughingly remarked that during the Conference they called her “Hurricane Jeri”!  To sum up:  there were over 900 registrations, Irish dancers, Latin dancers,  bands, and an exhibit hall with 79 vendors – actually, a little bit of everything completed the picture for the 2006 Conference. The highly-prized 2006 Fort Lauderdale Conference Pin was a replica of the wave wall and was especially designed for the event by Engineer Hal Barnes. On that note, we were all invited to enjoy a piece of the birthday cake for Hal Barnes. 
COMMUNICATION ROUNDTABLE- This presentation which featured editors, publishers, web master, and others who routinely provide communication to the neighborhoods started off by Chairman of Committees Richard Mancuso introducing Steve Kelley who produces 12 community newsletters, Betty Shelley of Imperial Point along with Editor Drew Pickens and Candy Rich, Charlie Read of Riverside Park, and Jaye Abbate of Colee Hammock. Imperial Point people shared information that residents can pay their association dues online using PayPal and their next event will be a Treasure Hunt.  Steve Kelley stated that he used Yovino Printers in Margate and that newsletters are critically important in telling of local news, as well as giving the membership a forum.  All of the newsletters are mailed out at a cost of about 26 cents each by bulk  mail. The cost of the bulk mail permit is $172. per year.  Address correction CASS software is available. He also mentioned that he is trying to get everyone to charge $300. per page for advertising.  Next up was Charlie Read  from Riverside Park which he explained distributes 2,000 newsletters through a hand-walking system with board members writing articles in four areas of interest.  They have a web site. Jaye Abbate of Colee Hammock stressed the importance of highly localized neighborhood news.  President Genia Ellis shared the information that they have a directory which is published every 18 months from the property appraiser’s rolls.  The directory which is also a fundraising vehicle for her neighborhood is printed by the City print shop. 
NEW BUSINESS:     
1. Parliamentarian Seminar – Robert’s Rules – October 21, 2006  -   From 8:00 Am-12 Noon, 8th Floor of City Hall, for a 4-hour course to be presented by Patricia McDougle & Barbara Proctor , Professional
Registered Parliamentarians (Attachment F).  Reservations are required and there are still slots available.  There is a limit of 40 people; the contact is Genia Ellis at (954) 205-9648 or
2. DECEMBER MEETING PLANS -  A MOTION by Bunney Brenneman was moved,  seconded, discussed and carried that we hold a Holiday Event: A Dish to Pass on December 5th rather than our regular meeting date of December 12th because the Commission moved its meeting from December 5th to December 12th.   
3. APPOINTMENT OF DISTRICT IV REPRESENTATIVE FOR REMAINDER OF TERM -  A MOTION by Veronica DePadro was moved, seconded, discussed, and carried to appoint Jeannie Burke as District IV Representative for the remainder of the term. 
4.  RESIDENTIAL NEIGHBORHOOD CONCERNS REGARDING COMPATABILITY – Every neighborhood is encouraged  to bring to the November meeting  their concerns about problems regarding development.    
Tim Smith spoke stating he was representing a group called “Citizens For A Better Code”.
OLD BUSINESS: 
1. Colee Hammock Parking Plan –  A MOTION by Marilyn Marcus was moved, seconded, discussed, and carried that the Council issue a letter of support for the neighborhood associations who wish to work on their specific solutions to develop their neighborhood parking plans. 
2. FLORIDA NEIGHBORHOODS CONFERENCE REPORT – Covered under Announcements/Guest Introductions, Item #1 above.   
COMMITTEE REPORTS/ASSIGNMENTS:
1. Airport – Bunney Brenneman reported that the EIS report sent to the FAA will not be ready until after the first of the year. 
2. Education Advisory Board – Betty Shelley is the new Council liaison.
3. Parks & Recreation Advisory Board  -  Bunney Brenneman has been named as the back-up for the Parks & Recreation Board.     
4. Lone Sailor Statue Dedication – A reminder from President Ellis of the dedication set  for Saturday October 14th at 10:00 AM on Riverwalk at Esplanade Park. 
FOR THE GOOD OF THE COMMUNITY:
• THANK YOU to Betty Hays for her refreshments.  She brought tonight’s very tasty goodies even though she is still recovering from very recent surgery. 
• Dr. Elizabeth Hays Stated that November refreshments will be provided by Ed Barranco. 
• Terri Murru requested that we take back recycling: raise the level of recycling in our neighborhoods.   
• Mayor Jim Naugle announced the new Environmental Accord that was passed by the League of Cities.
• Betty Shelley announced the Candidate’s Forum being presented by Imperial Point  in the cafeteria at 7:00 PM in the Imperial Point Medical Center. 
• President Ellis reported that NUSA will be held in Baton Rouge, Louisiana during May 23-26, 2007. 
• President Ellis announced that the Florida Neighborhoods Conference will be held June 14, 15, 16, 2007 in the City of Sarasota.
