Meeting Minutes

Tuesday, April 14, 2009
GENERAL MEETING

             City Hall, 8TH Floor Commission Chamber

1. CALL TO ORDER at 7:35 PM

2. PLEDGE of ALLEGIANCE

3. ROLL CALL BY 1st Vice President (Marilyn Mammano) –15 members present; quorum met.  (See Attachment B.)

4. REVIEW AND ACCEPTANCE:
a. MEETING MINUTES of March 09, 2009* - Motion to approve by Dave Marshall and seconded by Richard Mancuso.  Motion passed.  (See Attachment D,)
b. TREASURER’S REPORT –
i. March 2009 Report -  Motion to approve by Richard Mancuso, seconded by Genia Ellis.  Motion passed. (See Attachment E)
ii. Annual (Apr. 2008-Mar. 2009) Final Audited Report* - Deferred until completion of audit. (See Attachment F)

5. ANNOUNCEMENTS/GUEST INTRODUCTIONS
a. Mayor Seiler and Commissioner Rogers read a City Proclamation honoring Past President Genia Ellis.  Doug Sterner read into the record a letter of appreciation from Marine Industries Association of South Florida (MIASF) President Frank Herhold.   (ATTACHMENT NEEDED.)
b. Hal Barnes/Sheri Roberts – NUSA – Florida Conference – Mr. Barnes announced the Neighborhoods USA (NUSA) conference to be held in Spokane, WA May 20-23 and the Florida Neighborhoods Conference to be held in St. Petersburg FL July 9-11.  (See Attachment G) Also, the City has awarded Neighborhood Capital Improvement Program (NCIP) grants to 17 projects (16 this year and one in 2010).  Next year’s NCIP budget is likely to decline by 10% in line with most of the City’s budget.
c. Marilyn Mammano – Community Appearance Award – The Community Appearance Board will hold an event on May 27, at which the Council will be presented with an award. 

6. NEW BUSINESS:
a. Introduction of New Board.  The new Board was introduced:

Recording Secretary:  David Marshall
Corresponding Secretary: Donna Mergenhagen

District I Representative: Drew Pickens
District II Representative: Mike Vonder Mullen
District III Representative: Juanita Gray
District IV Representative: David Parker

b. Membership – Membership has declined from 38 last year to 25 this year.
c. Refreshment Assignment & Sign Up – A sign-up sheet was circulated for refreshments for upcoming meetings.
d. Committees for the Upcoming year – Standing & Ad Hoc – Referred to the Board.
e. Goals – Update and forecast to be brought forward by the board.

7. OLD BUSINESS:
a. Ad Hoc Code Reform Committee Report – Richard Mancuso noted that the City’s monthly Civic Packet indicates that the City will be holding Neighborhood Development Criteria Community Workshops from May 11 – 14 (Mon. – Thu.), at 6:00 p.m. in locations to be announced.  Also, with respect to the “Process” Ad Hoc Code Reform committee, committee member Courtney Crush and Planning Director Greg Brewton are leading an effort to streamline administrative procedures for development projects.
b. Centennial Committee Report – The Council’s committee meets the 1st Tues. of each month and members are invited to join.  The committee is looking for suggestions re. possible take-aways.
c. EAB Report – Available on the Council website.

8. FOR THE GOOD OF THE COMMUNITY
a. Dr. Hayes will be honored on April 25 at 9AM in the former Civic Peoples Park, which will be re-named in her honor. (See Attachment H.)
b. This year’s Police Memorial service will be held on May 6 at 2PM at the Esplanade.
c. Trinity Lutheran (on SW 11 St. at Andrews Ave.) is holding a rummage sale on May 1, a fashion show on May 16, and a country & western dance on May 17.
d. Genia Ellis offered a motion for the Council to offer its NCIP points to other neighborhoods.  Seconded by Marilyn Mammano.  Passed.
e. Regarding an earlier recommendation that the Council create a position of “President Emeritus”, Genia Duncan Ellis offered a motion to withdraw the Council’s referral of this recommendation to the Bylaws Committee and it was seconded by Marilyn following discussion.   Motion passed 12-6.
f. CERT – Training to be offered by the City May 7-28, July 18-25,  and Aug. 4-27.  (See Attachment I)
g. Special Olympics –  (See Attachment J.)
h. Richard Mancuso noted that FDOT will be holding a meeting in Oakland Park re. Form-Based Code Reform on Fri. April 24 from 4-5 PM.

9. ADJOURN - Genia Ellis moved to adjourn; Ron Centamore seconded.
